Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine is convinced that it is necessary to take into the Consideration the Basic Principles of the State Development Priorities in the course of the further Elaboration of the State Program of Social-Economic Development of the State.
V. Lytvyn explained that the Program became "a hostage of the traditional approach when each Ministry and Department dictates the program structure pursuant to their own separate thoughts, when it is necessary to see the whole picture of the state.
It is necessary "for people to feel themselves comfortable and in a calm state and make sure that the power is aware of the situation in the country and knows the solutions from this situation is supposed to work", V. Lytvyn is convinced.
